Thomas Mehnert, MBA, is a graduate of Saint Johns University (Business/Political Science) and the Baruch/Mt. Sinai MBA program in Health Care Administration. He has thirty nine years of experience in operations, regulatory compliance and quality improvement  in the hospital and outpatient clinical service settings and with organizations serving individuals with developmental disabilities.

After receiving his health administration degree, Mr. Mehnert worked in the Quality Improvement departments in the community hospital and teaching hospital settings.

Moving to the outpatient environment, Mr. Mehnert gained a broad range of experience by establishing a Quality Assurance Department at a major rehabilitation center ensuring compliance with Article 28, Article 31, CARF and OASAS requirements.

Prior to entering the consulting field, over a seven year period, Mr. Mehnert had the unique opportunity of starting up, developing and operating two successful outpatient clinics (Article 16 & Article 28) for two different organizations focusing on individuals with special needs.

In addition to his experience in regulatory compliance and operations, described above, Mr. Mehnert was a Project Director for the landmark Harris/ICD survey “Bringing Disabled Americans into the Mainstream”, the first national survey to ask individuals with disabilities about societal access and barriers. The results of this survey were presented on the floor of the United States Senate and were cited by the U.S. Congress as the statistical justification for the Americans with Disabilities Act. Data from the survey was re-analyzed by Mr. Mehnert and the late Dr. Herb Krauss and their article Correlates of Life Satisfaction in Those with Disabling Conditions has been cited in over 200 scholarly publications
